Caroline Kaeb

Legal Officer

Caroline Kaeb is Legal Officer at the European Centre for Algorithmic Transparency (ECAT), where she provides legal support to ECAT's operations, including online platform investigations in close collaboration with DG CNECT. Caroline is an international lawyer trained in Germany, the United States (LLM), and Italy (PhD) with focus on fundamental rights in the digital space. Prior to joining the JRC as Legal Officer, Caroline served as a Policy Officer at CNECT as part of the legal team working on regulatory issues (legislative, sandboxing, data protection) surrounding digital innovation and blockchain as well as platform regulation in particular DMA/DSA monitoring and enforcement. Before joining the European Commission in 2020, she lived and worked in the United States in various roles in academia (as a law professor), law practice (as a legal adviser), policy consulting (for UN OLA, among others), and in multi-stakeholder settings in the ICT realm.
