Carlos (Madrid, 1983) joined the nonprofit Fundación Maldita.es in 2020 to lead its public policy and advocacy work. His team produces research and collaborates with public and private institutions to formulate, evaluate, and advocate for more effective policy solutions against disinformation, with a focus on online platform accountability under the EU’s Digital Services Act. He is the chair of the policy taskforce of the European Fact-Checking Standards Network (EFCSN), the association of European fact-checking organizations, and a member of the Permanent Task Force of the EU Code of Practice on Disinformation, a recognized code of conduct under the DSA. He is also a member of the EDMO Taskforce for Elections and Crisis-Related Disinformation. He has lectured Digital Platform Regulation at Sciences Po Saint-Germain-en-Laye and International Journalism at Universidad Carlos III.
